The charge on our debit card for this payee was for our Halifax water bill.

I believe it stands for "Halifax Regional Municipality Customer Service Centre". They provide all kinds of municipal services, from on-street parking permits to pet permits and bill payments, parking ticket payments, property tax payments, transit services, marriage licenses, recreation activities, and more.

No Not sure of the source of this charge. I have reported it to my credit card company and have cancelled the card. Yes, HRM is a municipality center but I didn't pay any bills here. If you have any more information please post. Thank-you.
