I have no idea why this is charged to me every month.
I also have had this charge before. I reported it to BMO, but it was so lonmg ago I don't recall what the action was. I believe it was "Don't pay it".
That is where I pay for my local paper subscription.

This was a legitimate charge for a 2 yr. Subscription to my hometown newspaper.
Annual local newspaper subscription
Any newspaper owned by Black Press. If you subscribe to a small town paper, in BC, the chances are it is owned by Black Press as they own the newspapers in about 80 BC communities. see https://en.wikipedia.org/wiki/Black_Press They own papers in the US and other parts of Canada.
