I saw the same charge the day I parked at Vancouver airport. $7 charge was on top of what I actually paid for parking and I suspect it's a fraud.
"cov" stands for City Of Vancouver, and the charge (often) is for parking at a metered spot on the street if you use the City of Vancouver app to pay for parking. It could also be for parking in a City of Vancouver parking lot (not metered on street but an actual lot)
