This is the London Congestion or Low Emission Zone charge.

It tried to charge my credit card $4,000 after charging $34.00 a few days before . I've never been to London , I'm an American who lives in NewZealand and have never been anywhere other than America and New Zealand .

It just hit my bank account (through my debit card number) for $17.75. Mine's a Low Emission Zone charge for Coventry, UK - I live in remote northern California, US, and have never left the country. Someone overseas is using my debit card number. I called the bank and blocked the card immediately, and filed a fraud claim.
