Hey i have the same charge, its an overdraft protection for an other account( ie. Checking/savings account). So it automatically takes money from your credit card when u use your debit card but dont have any money in your debit account.
What is this? I did NOT authorise this payment of 29.98

its charged by your bank, it's a protection for your credit card. Call to remove.
It seems to be overdraft protection. I had this cause I used my debit and there was no money.
