Took me a while to figure out, but I finally realized that this was for parking at ATLANTIC AVENUE ART BLOCK in Inglewood, Calgary.

Surprised me too but then I remembered that Atlantic is the old name for 9th ave, and there's the Esker, so Atlantic Arts. Toronto? Not sure.
